I was asked recently to comment on the state of the economy if my job were to advocate for low-income residents and former offenders. From the point of view of low-income and former offenders in El Paso who number almost 100,000, I would suggest the following policy changes to make their life easier.
2012 Emergency Job Promotion Policies
Moving Violations
1. Suspend License, Sticker, Seat Belt and Proof of Insurance Fines;
2. Suspend Parking Fines;
3. Suspend Speeding Fines except in School Zones;
4. Suspend Redlight Cameras;
5. Declare Amnesty on Moving Violation Warrants and Tickets;
Substance Violations
6. Suspend Hiring Prohibitions of Non-Violent Drug Offenders;
7. Suspend All Drug War Enforcement Arrests for Users Carrying under 8 oz;
8. Declare Amnesty for all Drug Use Violations under 8 oz;
9. Eliminate Drug Testing except for Jobs Impacting Children;

10. Repeal State Surcharges for Moving Violations.
